Director of Purchasing
A native of El Paso and a UTEP alumni, Samuel Garcia is a Certified Texas Procurement Manager (CTPM) through the Texas Comptroller of Public Accounts. Samuel has over twenty-five years of experience in governmental accounting and purchasing in the areas of K-12 and Higher Education. He served eighteen years at Canutillo Independent School District in the following capacities: Payroll Supervisor (1994), Accounting Manager (1998) and Purchasing Agent (2000). In 2007, Samuel became Assistant Director of Purchasing and General Services at The University of Texas at El Paso. In this position he also served as a member of the UT System Purchasing Council and has served as a past President of the National Institute of Governmental Purchasing (NIGP) of the El Paso Del Norte Region.
Mr. Garcia’s educational background includes a Bachelor’s degree of Science in Business Administration and a Master’s degree in Business Administration from The University of Texas at El Paso. He is also a graduate of the Business Management Institute for the Western Association of Colleges and University Business Officers.
