The Socorro Independent School District has finalized the terms for the sale of approximately $141.3 million in refunding bonds, a strategic financial move expected to generate approximately $9.85 million in savings in future principal and interest payments for the district and local taxpayers.

The bonds, priced on Oct. 26 will refinance approximately $147 million in existing bonds and is projected to save the district $9.852 million in principal and interest over the remaining life of the bonds. In today’s dollars, those savings equate to approximately $6.109 million, representing a 4.16% net present value savings, exceeding the board-approved minimum target of 3%. The transaction is scheduled to close on Nov. 18.

“This refinancing reflects our commitment to being good stewards of taxpayer dollars and maximizing every available resource to support student success,” said Socorro ISD Superintendent James Vasquez. “By taking advantage of improved market conditions, we are able to reduce future debt costs while maintaining our long-term financial stability.”

In August, the Socorro ISD Board of Trustees authorized the administration to pursue refunding bonds if market conditions met specific financial benchmarks. Those parameters included refinancing up to $304.28 million in outstanding bonds, achieving a minimum net present value savings of 3%, and maintaining a final repayment date no later than August 2043.

District officials monitored market conditions over several months. While higher interest rates earlier this fall reduced potential savings and delayed action, conditions improved in October, creating an opportunity to move forward with a refinancing that exceeded the board’s established requirements.

“Financial markets can change quickly, and we worked closely with our financial advisors and underwriting team to take advantage of improved market conditions and secure savings for the district,” said Socorro ISD Chief Financial Officer David Solis. “We’re pleased with this transaction which will lower future debt payments and provide significant savings while preserving the flexibility for future refinancing opportunities.”

The refunding bonds will maintain the district's existing final repayment schedule, with the last payment remaining due in August 2043. Additionally, beginning in August 2036, the district will have the option to pay off or refinance the new bonds without penalty, providing another opportunity to achieve future savings should market conditions become favorable.

Approximately $26 million in Series 2018 bonds were not included in the transaction because they already carry a 4% interest rate, leaving little opportunity for savings if refinanced at current market rates. The district will continue monitoring those bonds for potential future refunding opportunities.

“This bond refunding demonstrates thoughtful financial planning and responsible management of public funds,” Vasquez said. “The savings generated will help strengthen the district's financial position and benefit our students, staff and community for years to come.”
